جانسون اوکانر که در رشته فلسفه از
دانشگاه هاوارد فارغ التحصیل شده بود در سال 1922 مسئولیت پروژه آزمون استعدادیابی یا تشخیص استعداد کارکنان در جنرال الکتریک را بر عهده
گرفت. آن زمان این پروژه با عنوان مهندسی انسانی
نام‌گذاری شده بود و در توصیف آن گفته

توسط او طراحی و اجرا شد.
